- Applicants must be an officer from outside the Railway administration.
- They should be working in Central Govt./State Govt. or Central/State Public Sector Units or Authorities/Bodies.
- A minimum of 22 years of total service experience in their respective organization, currently serving in Level 13 of the 7th CPC or its equivalent in IDA or other scales.
- Their cumulative evaluation of Annual Confidential Reports/APARs for the last five years must not be less than 22 points, as per the prescribed format for the Search-cum-Selection Committee (SCSC).
