Note: Transgender candidates will have physical standards similar to female candidates.

A minimum 5 cm difference in chest measurement after expansion is mandatory.

Educational Qualification

Minimum educational qualification is Intermediate (10+2) pass or equivalent.

Driving License

Candidates must possess a Light Motor Vehicle (LMV) / Heavy Motor Vehicle (HMV) driving license issued by a competent authority at least one year prior to the advertisement release date. The cutoff date for driving license validity is July 17, 2024.

Age Limit (as on Cut-off Date)

The age will be calculated based on the matriculation certificate. The cut-off date for age calculation is August 01, 2025.

  • Unreserved Category: Minimum 20 years, Maximum 25 years
  • Backward Class & Extremely Backward Class (Male): Minimum 20 years, Maximum 27 years
  • Backward Class & Extremely Backward Class (Female): Minimum 20 years, Maximum 28 years
  • Scheduled Caste, Scheduled Tribe & Transgender: Minimum 20 years, Maximum 30 years
  • Contractual Employees in Bihar Police Driver Constable Post: Relaxation in maximum age limit equivalent to the duration of their contract employment.

Reservation

  • Reservation benefits will be provided as per Bihar Government rules and based on certificates issued by competent authority.
  • Claim for reservation must be made in the application form.
  • Caste-based reservation is only for permanent residents of Bihar. Permanent address in the application will be considered for residency. A permanent residency certificate is mandatory.
  • Applicants from outside Bihar will be considered under the Unreserved (General) category.
  • 35% horizontal reservation is applicable for women who are permanent residents of Bihar (both reserved and unreserved categories).
  • 2% horizontal reservation is for grandchildren of freedom fighters (FFW) who are approved for pension by the Central Government.
  • 30% of vacancies in Bihar Special Armed Police-17, Bodhgaya, are reserved for candidates from Naxal-affected districts of Bihar. These districts include Rohtas, Kaimur, Gaya, Aurangabad, Nawada, Banka, Munger, Jamui, Lakhisarai, and West Champaran (Bettiah).
  • The Driver Constable post is deemed unsuitable for persons with disabilities and is permanently exempted from disability reservation.

Selection Process

The selection process will consist of the following stages:

  1. Written Examination (First Stage)
  2. Physical Efficiency Test (PET) (Second Stage)
  3. Motor Vehicle Driving Proficiency Test (Third Stage)
  4. Document Verification (Fourth Stage)

1. Written Examination (First Stage)

  • Nature: Qualifying
  • Marks: 100 marks
  • Duration: 2 hours
  • Number of Questions: 100 multiple-choice questions, each carrying 1 mark for a correct answer
  • Mode: OMR sheet based
  • Syllabus:
    • 60% questions: General Knowledge and Current Affairs
    • 40% questions:
      • 20%: Motor Vehicle Act and relevant rules, traffic signs and signals
      • 20%: General knowledge of vehicle parts, lubricating and maintenance, mechanical and technical errors in vehicles
  • Qualifying Marks:
    • Unreserved (General) Category: 40%
    • Backward Class (BC): 36.5%
    • Extremely Backward Class (EBC): 34%
    • Scheduled Caste/Scheduled Tribe & Women: 32%
  • Candidates scoring less than the minimum qualifying marks will be declared unsuccessful for the Physical Efficiency Test (PET).
  • Candidates selected for PET will be approximately 5 times the number of advertised vacancies, category-wise.

2. Physical Efficiency Test (PET) (Second Stage)

  • Nature: Qualifying
  • Events: Running, High Jump, Long Jump, Shot Put
  • Candidates must qualify in each event separately.
  • No relaxation in minimum physical standards.
  • Pregnant female candidates are not allowed to participate.
  • Running:
    • Males (all categories): 1 mile (1.6 km) in a maximum of 7 minutes
    • Females (all categories): 1 km in a maximum of 7 minutes

Note: Transgender candidates will have PET standards similar to female candidates.

Candidates failing to meet the minimum standards in Shot Put, Long Jump, or High Jump will be declared unsuccessful. A maximum of three attempts will be given for Shot Put, Long Jump, and High Jump.

3. Motor Vehicle Driving Proficiency Test (Third Stage)

  • Only candidates successful in the PET will be called for this test.
  • Maximum Marks: 100
  • Test Components & Scoring:
    • Testing Track: Candidates must reverse a small vehicle (Jeep and Car) through a specific track (AH and BG path) and then change direction inside the rectangular track to exit in reverse through the same path. Touching poles or track boundaries will lead to disqualification.
    • Jeep Driving (Maximum 40 Marks):

No minimum qualifying marks. Marks obtained will be added to the merit list. Failure or non-participation in this specific event will not lead to disqualification from the overall selection process.

4. Document Verification (Fourth Stage)

  • Conducted for candidates successful in the Motor Vehicle Driving Proficiency Test.
  • Candidates must present all original certificates and one self-attested photocopy at the specified time and place. No second opportunity will be given.
  • Documents Required for Verification:
    • Valid photo identity card (Aadhar Card, Driving License, Voter ID, etc.)
    • Birth Date Certificate (Original Matric/Equivalent Certificate and Mark Sheet)
    • Intermediate or equivalent examination pass certificate and mark sheet
    • For SC/ST candidates: Caste certificate and permanent residence certificate issued by competent authority
    • For BC/EBC candidates: Caste certificate, permanent residence certificate, and Non-Creamy Layer Certificate issued by competent authority. If NCL certificate is older than 1 year, a declaration form (Form xviiiB) is also required. For married women, caste and NCL certificates must be issued from their father’s name and address.
    • For FFW candidates: Certificate of being a grandchild of a freedom fighter issued by District Magistrate/authorized officer (Freedom Fighter’s dependent identity card is not valid) and permanent residence certificate
    • For EWS candidates: Income and Asset Certificate (Form-1) for FY 2024-2025 issued by competent authority and permanent residence certificate. For married women, the income and asset certificate will be issued from their husband’s permanent residence, but they must also present a residence certificate issued from their father’s permanent residence to prove Bihar domicile. EWS certificate is valid for one year from the date of issue.
    • For Transgender candidates: Identity certificate issued by competent authority (District Magistrate) (Form 3 or 4 as per relevant act) and permanent residence certificate
    • For Contractual Driver Constables in Bihar Police: “Contract Employment Period Certificate” issued by the competent authority (Senior Superintendent of Police/Superintendent of Police/Commandant of concerned district/battalion/unit).
    • Any other documents required as per State Government policies for verification of claims.

Merit List

  • The Written Examination and Physical Efficiency Test are qualifying and will not be the basis for the final merit list.
  • The final merit list will be prepared based on the marks obtained in the Motor Vehicle Driving Proficiency Test and the duration of contract employment for previously contracted Driver Constables in Bihar Police.
  • Weightage for Contractual Employment: 5 marks will be awarded for each full year of actual contract employment, up to a maximum of 25 marks. A “full year” is considered 365/366 days.
  • Merit List Calculation: (Marks in Driving Proficiency Test x 0.75) + Marks for Contractual Employment.
    • Example: If a candidate scores 95 in the driving test and gets 25 marks for contract employment, total marks = (95 x 0.75) + 25 = 71.25 + 25 = 96.25.
    • If no contractual employment preference is applicable, total marks = 95 x 0.75 = 71.25.
  • In case of a tie in marks, older candidates will be ranked higher. If age is also the same, candidates with higher educational qualification will be ranked higher. If still tied, the English alphabetical order of names on the 10th board certificate will be used.
  • Service allocation will be based on the preference indicated in the application form.

Supplementary Recommendation List

The Board may issue supplementary recommendation lists for up to 6 months from the date of publication of the final merit list (final exam result) if selected candidates do not join.

Appointing Authority

The appointing authority for Driver Constables in District Police and Bihar Special Armed Police Battalions are the District Senior Superintendent of Police / Superintendent of Police / Battalion Commander and equivalent officers nominated by the Director General of Police.

Medical Examination, Character & Antecedent Verification

  • Before appointment, medical examination (as per Bihar Police Handbook, 1978, Form No. 103) and character/antecedent verification (as per Form No. 101) will be conducted by the appointing authority.
  • Candidates found medically unfit or concealing facts will be disqualified.
  • Medical examination will check for vision defects, color blindness, hearing, stammering, flat feet, and knocking knees.
  • Stammering or lisping will lead to disqualification.
