BPSC Announces Recruitment for 54 Assistant Public Sanitary and Waste Management Officer Posts

The Bihar Public Service Commission (BPSC) has issued advertisement number 108/2025, inviting applications from eligible Indian candidates for a total of 54 vacant posts of Assistant Public Sanitary and Waste Management Officer under the Urban Development and Housing Department, Bihar. The BPSC’s official website, www.bpsc.bihar.gov.in, contains detailed instructions for filling out the online application form.

The online application process will start on September 5, 2025, and the last date to apply is September 30, 2025.


Vacancy Details

The total of 54 posts are distributed among various categories:1 2

  • Unreserved: 18 posts (6 for women)
  • Economically Weaker Section (EWS): 5 posts (2 for women)
  • Scheduled Caste (SC): 10 posts (8 regular, 2 backlog) (3 for women)
  • Scheduled Tribe (ST): 2 posts (1 regular, 1 backlog) (0 for women)
  • Extremely Backward Class (EBC): 4 posts (1 for women)
  • Backward Class (BC): 11 posts (7 regular, 4 backlog) (2 for women)
  • Backward Class Women: 4 posts (3 regular, 1 backlog) (0 for women)

In addition to the main vacancies, horizontal reservation is provided for other categories. There is one post reserved for the grandchildren of freedom fighters who are receiving a pension from the central government. Furthermore, persons with benchmark disabilities (40% or more disability) are eligible for 4% horizontal reservation, with specific posts allocated for different disability types. One post is for the visually impaired, three for the hearing and speech impaired, and one for those with locomotor disabilities.


Eligibility and Age Criteria

Educational Qualification

To be eligible, candidates must possess one of the following qualifications from a recognized university:

  • A bachelor’s degree in Chemistry or Environmental Science.
  • A Bachelor of Engineering (B.E.) or Bachelor of Technology (B.Tech.) degree in Chemical, Civil, Environmental Science, Public Health Engineering, or Biotechnology.
  • A bachelor’s degree in Planning or Architecture.

It’s important to note that a Bachelor of Science (B.Sc.) in Environment and Water Management is considered equivalent to a B.Sc. in Environmental Science, and a B.Sc. (Honours) in Biotechnology is equivalent to a B.E./B.Tech. in Biotechnology. Candidates with Chemistry or Environmental Science as a subsidiary or optional subject at the graduation level are not eligible to apply.

Age Limit

As of August 1, 2025, the minimum age is 21 years. The maximum age is 37 for unreserved male candidates, 40 for unreserved women and male/female candidates from Backward Class and Extremely Backward Class categories, and 42 for male and female candidates from Scheduled Caste and Scheduled Tribe categories.

Ex-servicemen are granted a three-year age relaxation, plus the equivalent of their service period, provided they are not older than 57 on the application date. Persons with disabilities are eligible for a 10-year relaxation in the upper age limit.


Selection Process and Examination

The selection process will be based on a written examination; there will be no interview. The written exam will consist of two objective-type papers.3

    • Duration: 2 hours

  • Paper-II: Solid and Liquid Waste Management
    • Duration: 2 hours
    • Total Questions: 125
    • Total Marks: 100

The minimum qualifying marks are 40% for general category candidates, 36.5% for Backward Class, 34% for Extremely Backward Class, and 32% for Scheduled Caste, Scheduled Tribe, women, and physically disabled candidates.

After the written exam, a document verification process will be conducted, where candidates must present the original copies of all documents claimed in their online application.


How to Apply

Candidates must first complete a One Time Registration (OTR) on the BPSC’s new online portal, https://bpsconline.bihar.gov.in, using a valid email and mobile number. This is a mandatory step for all applicants, including those who may have registered on the old portal. After OTR, candidates will create a profile, which involves six steps: Personal Information, Address, Other Information, Qualification, Experience, and Photo/Signature Upload.

Application Fees:

  • A fee of ₹100 is required from all candidates.
  • An additional Biometric fee of ₹200 is mandatory for candidates who do not provide their Aadhaar number as a form of identification.

Candidates should ensure all information is accurate as there is no provision for correction after the application is submitted. If a mistake is made, the application must be canceled and a new one submitted, though the paid fees will not be refunded.


Important Instructions and Reservation Policies

  • Residency: Only residents of Bihar are eligible for reservation benefits. The permanent address provided in the application will be considered for this purpose. Candidates from outside Bihar are not entitled to reservation.
  • Reserved Category Documents: Candidates claiming reservation must submit relevant certificates issued by a competent authority. For married women, the caste, permanent residence, and non-creamy layer certificates must be issued based on their father’s name and permanent address, not their husband’s.
  • EWS Reservation: The EWS reservation of 10% is available only to permanent residents of Bihar. The income and asset certificate for EWS must be valid for one year from the date of issue. For married women, the EWS certificate will be issued based on their husband’s permanent address, but they must also provide a residence certificate from their father’s permanent address.
  • Document Submission: All required documents, including educational certificates, caste certificates, and age relaxation proofs, must be issued by the final date of the online application, which is September 30, 2025. Documents issued after this date will not be accepted.
  • No Hard Copy Submission: Applicants do not need to send a physical copy of their application or related documents to the BPSC office. However, they must download and securely store two hard copies of the final submitted application, along with all supporting documents, as they will be required for verification.
  • Aadhaar Requirement: Candidates who don’t provide their Aadhaar number will have to pay an additional Biometric fee of ₹200.
