Overview

Certification Engineers International Limited (CEIL), a wholly-owned subsidiary of Engineers India Ltd. (EIL), a Government of India Undertaking under the Ministry of Petroleum & Natural Gas, is recruiting for regular positions. CEIL is a profit-making company specializing in certification/re-certification of offshore structures, Third Party Inspection of high-end technology equipment for oil & gas facilities, independent design analysis, quality surveillance, pre-commissioning & commissioning, and Safety Audits.

Eligibility Criteria

The cut-off date for experience & age is June 30, 2025.

A) Regular Positions:

  • 1) Deputy General Manager (F&A)
    • Number of Post: One
    • Educational Qualification: Full-time Graduate (minimum 50% marks) from a recognized university with professional qualification as Chartered Accountant (CA) from The Institute of Chartered Accountants of India OR Cost Accountant (CMA) from The Institute of Cost Accountants of India.
    • Post Qualification Experience (PQE): Minimum 21 years of working experience in F&A, including accounting functions, Ind-AS, finalization of accounts, budgetary & financial control, internal audit, Statutory Audit, GST Audit, CAG Audit, taxation (Direct & Indirect), and liaison with external organizations and authorities. PQE is counted from the date of acquiring CA/CMA qualification.
    • Maximum Age: 50 years as on June 30, 2025.
    • Pay Scale: Rs. 90000-240000/- (IDA 2017)
    • Annual CTC: Approximately Rs. 29.72 lacs
  • 2) Deputy Manager (F&A)
    • Number of Post: One
    • Educational Qualification: Full-time Graduate (minimum 50% marks) from a recognized university with professional qualification as Chartered Accountant (CA) from The Institute of Chartered Accountants of India OR Cost Accountant (CMA) from The Institute of Cost Accountants of India.
    • Post Qualification Experience (PQE): Minimum 6 years of working experience in F&A, including accounting functions, Ind-AS, finalization of accounts, budgetary & financial control, internal audit, taxation, payment to employees/third parties, liaison with organizations, vetting of purchase & other proposals. PQE is counted from the date of acquiring CA/CMA qualification.
    • Maximum Age: 35 years as on June 30, 2025.
    • Pay Scale: Rs. 50000-160000/- (IDA 2017)
    • Annual CTC: Approximately Rs. 18.64 lacs
  • 3) Manager (HR&A)
    • Number of Post: One
    • Educational Qualification: Full-time Any Graduate (minimum 55% marks) and MBA Degree with specialization in HR/Personnel Management OR Post Graduate Degree in Social Work with specialisation in Personnel Management & labour Welfare or equivalent from a recognized Institute/University (except through correspondence).
    • Post Qualification Relevant Experience: Minimum 10 years of working experience as an Executive/Officer in the HR set up of Government/Semi Government/Public Sector Undertaking/ Private Sector Undertaking of repute in handling various aspects of HR & Administration including contract recruitment handling and general administration. PQE is counted from the date of acquiring MBA or PG Degree or Equivalent.
    • Maximum Age: 40 years as on June 30, 2025.
    • Pay Scale: Rs. 60000-180000/- (IDA 2017)
    • Annual CTC: Approximately Rs. 22.87 lacs

General Experience Notes:

  • Training period will not be counted as part of the experience.
  • Experience prescribed is relaxable at the discretion of the Company for SC/ST candidates.
  • The Company reserves the right to relax conditions in suitable cases.
  • Mere possession of prescribed educational qualifications and experience does not entitle candidates for an interview.

Age Relaxation:

  • Reservations and age relaxations exist for SC/ST/OBC/Persons with Disabilities (PWD)/EWS as per Govt. of India guidelines.
  • Upper age limit for Persons with Disabilities (PWD) candidates is relaxable by 10 years. Persons with 40% or more Disabilities are eligible for relaxation.
  • Upper age limit is relaxable for Ex-Servicemen.

  • Application Fee: NIL
  • Online Application Start Date: July 19, 2025.
  • Last Date for Submission: Within 15 days of publication of the advertisement in the Employment News. Any change in the last date will be published on www.ceil.co.in.
  • Email Communication: The email address provided in the application must be valid/functional for at least 24 months. Intimation for interviews will be sent via email. Candidates are advised to regularly check their email and the CEIL website for updates. CEIL is not responsible for loss of email due to invalid/wrong email ID.

Selection Process

  • Shortlisting: Applications will be reviewed by a Committee for shortlisting based on details provided in the application form. Furnishing wrong/false information will lead to disqualification. CEIL may restrict the number of candidates called for interview based on academic excellence, age, experience, etc.
  • Interview: Shortlisted candidates will be informed of the date, time, and venue of interviews via email. Interviews will be held at the CEIL office in Navi Mumbai.
  • Travel Reimbursement: Shortlisted candidates called for interview will be reimbursed II-AC class return rail fare from the nearest Railway Station to their residence to the interview location by the shortest route, upon production of journey tickets/details.
  • Document Verification: Candidates must bring their CVs (5 copies) and original certificates along with attested photocopies for verification at the time of the interview.
    • Required Documents:
      • Proof of Age (10th or Matriculation certificate)
      • Educational and Professional Qualifications (All Mark Sheets & Certificates)
      • Service Certificate of past employment & proof of date of joining & continuity in present organization (if applicable) & latest salary slip.
      • Medical Certificate for Person with Disability (if applicable) with photograph issued by the competent authority, showing minimum 40% disability.
      • Copy of SC/ST/OBC (Non-creamy Layer) certificate, if applicable, from the competent authority. OBC certificate must clearly indicate non-creamy layer status.
      • EWS certificate from the competent authority.
  • Disqualification: Candidates found not meeting the eligibility criteria at any stage will be disqualified. CEIL reserves the right to reject any application without assigning a reason.
  • Medical Fitness: Selected candidates will require a Medical Fitness Certificate from a Civil Surgeon of any Central/State Government Hospitals/Company Nominated Hospitals before joining.
  • Provisional Appointment: Appointment is provisional and subject to verification of Character & Antecedents and Caste/PwD Certificate/EWS certificate from concerned authorities.
  • NOC for PSU/Govt. Employees: Candidates working in PSU/Govt. Sector must forward their application through the proper channel or submit a No Objection Certificate (NOC) from their current employer at the time of the interview (if shortlisted).

Probation Period

Selected candidates will be on probation for one year for the advertised positions.

Remuneration and Benefits

Besides Basic Pay, selected candidates will receive:

  • Industrial Dearness Allowance
  • House Rent Allowance / Company Accommodation (where available)
  • Other perquisites & allowances/benefits as per Company Rules, including Leave, Medical Facilities, Contributory Provident Fund, Gratuity, NPS, Group Personal Accident Insurance, Performance Related Pay (PRP).
