Remuneration

Period of Engagement
The initial engagement period is for one year, with potential for extension or curtailment based on performance or functional requirements.
Scope of Work
The roles involve performing data analysis, researching/data gathering, data input and manipulation, validating and reviewing complex information. This also includes creating quantitative models, comparative analysis, charts, graphs, and proposal templates using EMRS data. Consultants will support workshops, assist in preparing presentations and reports, and provide project management support to EMRS teams (e.g., updating project plans, preparing status reports, maintaining risk/issue logs). Strong communication skills (written and oral) are required, along with attending meetings and maintaining professional demeanor. Any other work assigned by the competent authority may also be required.
Skills Required
- Advanced MS Excel expertise.
- Good knowledge of IT (MS Office/Power BI/AI Tools and internet savvy).
- Ability to gather data from primary and secondary sources and maintain databases.
- Proficiency in detecting, examining, and decoding trends in complex datasets.
- Ability to develop data dashboards, charts, and prepare detailed reports, dashboards, and visualization aids.
- Skills in cleansing data, scrutinizing computer-generated reports, and identifying process enhancements.
- Competency in employing statistical techniques for data scrutiny and actionable insights.
- Ability to engage with various departments to specify data requirements.
Eligibility Criteria
Senior Data Science/Analytics Engineers – A
- Qualification: Master’s degree in computer science, mathematics, economics, statistics, business administration, or related fields from a recognized university/institute.
- Post-qualification experience: 05 years and above of relevant experience in database management or data analysis.
- Knowledge: Advanced MS Excel.
- Upper Age Limit (As of 31.07.2025): Not exceeding 45 Years.
Senior Data Science/Analytics Engineers – B
- Qualification: Essential: Master’s degree in computer science, mathematics, economics, statistics, business administration, or related fields from a recognized university/institute.
- Post-qualification experience: 07 years and above of relevant experience in database management or data analysis.
- Knowledge: Advanced MS Excel.
- Upper Age Limit (As of 31.07.2025): Not exceeding 45 Years.
How to Apply
Interested and eligible candidates must submit their application in the prescribed proforma in a sealed cover. The envelope should be super-scribed “Application for engagement as (….. ..)”. The application must reach the specified office by the deadline.1

Selection Process
The engagement is purely on a contract basis. Applications will be shortlisted based on the experience and qualifications of the applicants. Consultants will be selected from the shortlisted candidates. NESTS reserves the right to reject any application without providing a reason.

Terms & Conditions
Remuneration
A fixed monthly remuneration is admissible. Remuneration may be enhanced after one year at an increase rate of CDA plus 2%, subject to satisfactory performance.
Leave
Consultants are entitled to paid leave at a rate of 1.5 days for each complete month of service, calculated on a pro-rata basis. Accumulation of leave beyond the calendar year is not allowed. No extra remuneration will be paid for services on holidays or beyond normal working hours in special circumstances. No remuneration will be paid for absence exceeding admissible leave. Unavailed leave cannot be carried forward or encashed upon extension, tenure, or termination.
TA/DA and Other Allowances
No TA/DA is admissible for joining or completing the assignment, or for attending interviews. No other facilities like DA, accommodation, residential phone/conveyance/transport, foreign travel, personal staff, medical reimbursement, or CGHS are admissible.
Attendance & Working Days
Working hours are the same as regular Government employees in NESTS. No extra remuneration is allowed for working beyond office hours or on Saturdays/Sundays/Gazetted holidays. Attendance must be marked in the Biometric system. Working hours are from 9:30 AM to 6:00 PM on working days, including a half-hour lunch break. Consultants are not allowed to take any other assignment during the contractual engagement. They may be called on Saturday/Sunday/other Gazetted holidays if required.
Service Condition
Consultants require prior sanction from NESTS to publish books or articles, participate in broadcasts, represent private entities in legal/commercial matters, or contribute to newspapers/periodicals if such activities use information gathered during the assignment.
Tax Deduction
Income tax or any other applicable tax will be deducted at source, and TDS certificates will be issued.
Confidentiality of Data and Documents
Intellectual Property Rights (IPR) of collected data and deliverables remain with NESTS. No data, statistics, proceedings, or information gathered during the assignment can be utilized, published, disclosed, or shared with a third party without express written consent from NESTS. Consultants must hand over all assignment records to the office before contract expiry and final payment release.
Conflict of Interest
Consultants cannot represent, give opinion, or advise others in matters adverse to NESTS’s interest. No other assignment is permitted during the consultancy period.
Termination of Services
Consultants wishing to resign must provide at least one month’s notice or salary in lieu thereof. NESTS has the power to terminate any or all professionals at any time without assigning a reason, with the Commissioner’s approval. Continuous absence for 8 days without information or valid reason will lead to automatic termination.
