Punjab State Power Corporation Limited (PSPCL) is seeking suitable candidates for 31 contractual positions across five different cadres to manage and operate the Pachwara Central Coal Block OCP (Open Cast Project) in Amrapara, District Pakur, Jharkhand. These roles are initially for a period of three years from the date of joining, with potential for extension based on satisfactory performance.1

Compensation and Benefits

Selected candidates will receive a monthly consolidated remuneration along with other allowances.

  • Manager: Rs. 80,000/- monthly consolidated remuneration, Rs. 5,000/- Mines Allowance, Rs. 1,000/- Medical/OPD Allowance, Rs. 2,500/- Conveyance Allowance.
  • Assistant Manager or Assistant Manager-Under Manager: Rs. 60,000/- monthly consolidated remuneration, Rs. 4,000/- Mines Allowance, Rs. 1,000/- Medical/OPD Allowance, Rs. 2,000/- Conveyance Allowance.
  • Surveyor: Rs. 40,000/- monthly consolidated remuneration, Rs. 3,000/- Mines Allowance, Rs. 1,000/- Medical/OPD Allowance, Rs. 1,500/- Conveyance Allowance.
  • Overman: Rs. 40,000/- monthly consolidated remuneration, Rs. 3,000/- Mines Allowance, Rs. 1,000/- Medical/OPD Allowance, Rs. 1,500/- Conveyance Allowance.
  • Mining Sirdar: Rs. 30,000/- monthly consolidated remuneration, Rs. 2,000/- Mines Allowance, Rs. 1,000/- Medical/OPD Allowance, Rs. 1,500/- Conveyance Allowance.

Other Emoluments:

  • Accommodation: Rent-free accommodation in Amirjola/Amrapara colony (excluding water and electricity charges). If not availed or unavailable, House Rent Allowance (HRA) @ 10% of monthly consolidated remuneration will be provided.
  • Casual Leave: 10 days per annum.
  • Night Shift Allowance: Up to Rs. 1,200 per month (max 10 night shifts), or Rs. 120 per night shift on a pro-rata basis.
  • Annual Enhancement: 3% on monthly consolidated remuneration based on satisfactory performance.
  • CMPF: Provident Fund Contribution @ 12% and Pension Contribution @ 7% (both employee’s and employer’s shares) will be deposited by PSPCL.
  • Medical Health Insurance (Family) & Term Life Insurance (Self): Reimbursement up to Rs. 25,000/- per annum for Manager/Assistant Manager, and up to Rs. 20,000/- per annum for Surveyor/Overman/Mining Sirdar, on production of premium receipt and policy documents. Reimbursement is on a pro-rata basis.
  • TA&DA: For official travel, provided equivalent to AEE/AE (PSPCL) for Manager, Assistant Manager, Surveyor, Overman, and JE (PSPCL) for Mining Sirdar.

PSPCL Recruitment 2025 : Eligibility Criteria

  • Nationality: Only Indian Nationals are eligible.
  • Age Limit: Maximum age as on January 1, 2025, varies by post:
    • Manager: 55 years.
    • Assistant Manager / Assistant Manager-Under Manager: 40 years (Degree holders), 45 years (Diploma or Matriculation holders).
    • Surveyor: 40 years (Diploma holders), 45 years (Matriculation holders).
    • Overman: 40 years (Diploma holders), 45 years (Matriculation holders).
    • Mining Sirdar: 40 years.
  • Educational Qualifications and Experience: (As of June 30, 2025, unless otherwise specified).
    • Manager (1 Post – General):
      • Educational Qualification: Degree in Mining Engineering / AMIE in Mining Engineering from UGC/AICTE recognized institute with 1st Class Manager’s Certificate of Competency under CMR, 1957/2017 OR Diploma in Mining Engineering from State Council of Technical & Vocational Education and Skill Development / AICTE approved institute with 1st Class Manager’s Certificate of Competency under CMR, 1957/2017.
      • Minimum Experience: 2 years working experience (as Manager, Assistant Manager, Safety Officer/Training Officer and Blasting Officer) in an Opencast Coal mining project after obtaining 1st Class Coal Mines Manager’s Competency Certificate (for Degree holders) OR 5 years working experience (as Manager, Assistant Manager, Safety Officer/Training Officer and Blasting Officer) in an Opencast Coal mining project after obtaining 1st Class Coal Mines Manager’s Competency Certificate (for Diploma holders).
    • Assistant Manager (5 Posts – General) / Assistant Manager-Under Manager:
      • Educational Qualification: Degree in Mining Engineering / AMIE in Mining Engineering with 1st/2nd Class Manager’s Certificate OR Diploma in Mining Engineering with 1st/2nd Class Manager’s Certificate OR Matriculation with 1st/2nd Class Manager’s Certificate.
      • Minimum Experience: 1-year post-qualification experience in coal mine (Degree holders), 10-years’ post-qualification experience in coal mine (Diploma holders), 12-years’ post-qualification experience in coal mine (Matriculation holders) after obtaining the respective Manager’s Certificate.
    • Surveyor (3 Posts – General):
      • Educational Qualification: Diploma in Survey Engineering with DGMS Certified Surveyor’s Certificate OR Matriculation with DGMS Certified Surveyor’s Certificate.
      • Minimum Experience: 1-year post-qualification experience in open cast coal mine (Diploma holders), 5-years’ post-qualification experience in open cast coal mine (Matriculation holders) after obtaining Surveyor’s Certificate.
    • Overman (11 Posts – General):
      • Educational Qualification: Diploma in Mining Engineering with valid Overman’s certificate OR Matriculation with Overman’s certificate.
      • Minimum Experience: 1-year post-qualification experience as overman (Diploma holders), 5-years’ post-qualification experience as overman (Matriculation holders) after obtaining valid Overman’s certificate.
    • Mining Sirdar (11 Posts – General):
      • Educational Qualification: Matriculation or Equivalent with 3 years Diploma in Mining Engineering, a valid Overman Certificate or other DGMS Mining Competency Certificate, valid Gas Testing Certificate, and valid First Aid Certificate OR Matriculation or Equivalent with Valid Mining Sirdarship Certificate, valid Gas Testing Certificate, and valid First Aid Certificate.
      • Minimum Experience: 1-year post-qualification experience in open cast coal mine after obtaining Overman Certificate or other DGMS Mining Competency Certificate OR 3-years’ post-qualification experience in open cast coal mine after obtaining Mining Sirdarship Certificate.
  • Experience Certificates: Only experience certificates in DGMS format issued by the Competent Authority (Annexure-B) will be considered. Post Qualification experience is required.
  • All vacancies are open to candidates from all categories irrespective of their State domicile.

Candidates must bring a duly filled Annexure-A (application form) along with two recent colored passport size photographs, original testimonials, and self-attested copies for verification at the time of document checking.2

PSPCL Recruitment 2025 : Selection Process

The selection will be purely on a merit basis, determined by the percentage of marks obtained in Degree/Diploma/Matriculation or equivalent examination.

  • Degree holders will be preferred, followed by Diploma holders, and then Matriculation or equivalent with a valid DGMS certificate of competency.
  • If multiple candidates have the same marks, the older candidate will be placed higher in merit.

PSPCL Recruitment 2025 : Document Checking

Candidates must bring the following original documents along with self-attested copies for verification:

  • Duly signed and filled application form (Annexure-A).
  • Two colored passport size photographs.
  • Certificate of Educational and other qualification (Degree/Diploma/10+2 etc. along with DMCs of all semesters).
  • Certificate of Proof of Age (Matriculation/10th class certificate etc. along with DMC).
  • Certificates of Competencies under the Coal Mines Regulation, 1957/2017, issued by DGMS.
  • Experience Certificates issued by Employers on DGMS format only.
  • Salary slips issued by ex-employers matching the duration of required experience.
  • CMPF/EPF/ESI statements, whichever is applicable, for the financial years matching with submitted salary statements.
  • Salary account bank statement matching with submitted salary statements.
  • If CMPF/EPF/ESI schemes are not applicable to ex-employers, a certificate issued by ex-employers along with a notarized affidavit is required.
  • Employees in Government, Semi-Government undertakings, and PSUs must submit a ‘No Objection Certificate’ from their employer or an undertaking regarding non-requirement of NOC.

    • Overman: July 30, 2025 (10:00 am to 02:00 PM).
    • Mining Sirdar: July 31, 2025 (10:00 am to 02:00 PM).

  • Appointment is purely contractual with no right for regular employment in PSPCL.
  • Candidature is subject to rejection if false/incorrect information is provided.
  • The appointment is provisional until verification of documents. If verification fails, candidature will be rejected, and drawn salary recovered.

Security Deduction
