
New Delhi, September 8, 2025 – The Rail Land Development Authority (RLDA) has issued a significant e-tender, inviting bids for the development of three prime railway land parcels in Mumbai. This initiative aims to transform underutilized land into modern commercial and residential spaces, promising to boost infrastructure and spur economic growth in the city.

The tender, titled “Development of Railway Land In Mumbai at Mahalaxmi of Approx. 10,801 sqm. Area,” “Development Of Railway Land At Bandra East, Adjoining Western Express Highway, Mumbai,” and “Development of Railway Land at Supari Baug Colony – Parel, Mumbai” with reference numbers RLDA/2023/RFP/CD/28, RLDA/2023/RFP/CD/29, and RLDA/2023/RFP/CD/30, respectively, outlines plans for a multi-faceted development across three key locations. The RLDA, a statutory authority under the Ministry of Railways, is the issuing authority for this project.
The scope of work involves leasing the land for a specified period (4.5 to 99 years, depending on the site) for commercial and residential development. The projects are located in highly strategic areas, offering excellent connectivity and potential for high-value development. The three sites are:
- Mahalaxmi: Approximately 10,801 sq.m. of land near the Dr. E Moses Road flyover and Dhobi Mill Lane. This site is well-connected to Mahalaxmi and Lower Parel railway stations and the Science Center Metro Station.
- Bandra East: A parcel of around 4,537.91 sq.m. near the Western Express Highway. It is conveniently located 150-300 meters from Bandra East station and is ideal for office and retail use.
- Parel: A 23,047 sq.m. plot at Supari Baug Colony, close to Dr. Babasaheb Ambedkar Road and the Parel Cricket Ground. This location offers great potential for business hubs and residential development.
Key Dates and Bidding Process
The tender process is open to all interested and eligible parties. The key dates for bid submission and opening are as follows:
- Last Date of Submission of E-Bid Online: October 14, 2025 (Mahalaxmi), October 29, 2025 (Bandra East), and November 3, 2025 (Parel).
- Bid Opening Date: The bids will be opened on the same day as the last date of submission, starting at 15:00 hrs.
Offline pre-bid meetings have also been scheduled at The Sunset Suite, Trident Hotel, Nariman Point, Mumbai, to address any queries from potential bidders.
